You can try GIMP (since it's free). I have a website design and the use of Corel Paint Shop Pro X2 (but I had) to pay $ 60 for it. You can use the free trial version of it.
Just do a Google search for Gimp, PhotoFiltre, and Paint Shop Pro X2 (you get 30 days free).
It may take a little while until you get the hang of, but you can! You may need to find tutorials, you can do on Google.
